Dr. Mathew Keats, MD, MMM

Sr. Physician Consultant

Dr. Matthew Keats is a physician consultant with The Mihalik Group and an NCQA surveyor since 1999. He serves on NCQA’s Review Oversight Committee (ROC), the final decision-making body for all accreditation and certification determinations, and is a founding member of the Patient-Centered Medical Home Recognition Program ROC.

With more than 20 years of experience in managed care and behavioral health, Dr. Keats is widely recognized for his expertise in quality improvement and integration of medical and behavioral services. He previously served as Behavioral Health Medical Director for Virginia Medicaid/Department of Medical Assistance Services (DMAS), where he oversaw the Addiction Recovery and Treatment Services program, introduced new quality measures for members with opioid use disorder, and chaired the Behavioral Health Quality Collaborative.

 

Dr. Keats also held leadership roles with Anthem Healthkeeper’s Plus/Virginia Medicaid Plan/Virginia MMP program, where he advanced behavioral health home initiatives, developed pay-for-performance programs, and improved outcomes in psychiatric medication management and post-admission follow-up care. His earlier career includes serving as Medical Director and Vice President for Ameritox, LTD, and Vice President of Medical Services for Magellan Behavioral Health. He has also held academic appointments as Assistant Professor of Clinical Psychiatry and Behavioral Sciences at Eastern Virginia Medical School.

 

Dr. Keats earned his Bachelor’s degree from Dartmouth College and his MD from the University of Virginia School of Medicine. He completed his internship at Tufts University Medical School and his psychiatry residency at Cornell Medical Center, New York Hospital–Westchester Division. He also holds a Certificate in Medical Management from the American College of Physician Executives and Tulane University School of Public Health, as well as a Master of Medical Management (MMM) from Tulane.

 

Board certified in General Psychiatry by the American Board of Psychiatry and Neurology, Dr. Keats also holds certification from the American Society of Addiction Medicine. He is licensed to practice in Virginia and remains active in professional organizations including the American Psychiatric Association and the Tidewater Academy of Psychiatry.
