Larry F. Rubin, BS, ME, CHFM

Mr. Larry Rubin is an Environment of Care consultant with The Mihalik Group. He is a facility management professional with over 30 years of experience overseeing facilities and operations teams for large healthcare systems. Mr. Rubin brings in-depth knowledge in the maintenance of hospitals and healthcare systems as a compliance surveyor, instructor, and educator, supporting high-performing teams to achieve successful outcomes. He conducts Joint Commission environment of care mock surveys, focusing on Environment of Care, Life Safety, Emergency Management, and aspects of NFPA compliance, along with education in environment of care standards, Statement of Conditions, operational analysis, and physical plant evaluations.

 

Previously, Mr. Rubin served as a Life Safety Code Surveyor for The Joint Commission, where he worked closely with survey teams to evaluate the effectiveness of Environment of Care (EOC) and Emergency Management (EM) sessions and plans. He developed educational programs to advance company missions and contributed to employee development as an instructor for EOC Boot Camp, teaching a 2-day Environment of Care class to up to 300 hospital personnel.

 

Mr. Rubin's expertise is rooted in his experience managing medium to large healthcare facilities, with particular strengths in regulatory compliance and construction management. At Moffitt Cancer Center, he served as Senior Director of Facilities Management and Support Services, where he provided vision, direction, and leadership to various departments, ensuring effective process execution within the division. His responsibilities included administrative implementation, budgeting and finance, personnel management, operational efficiencies, and strategic decision-making related to facilities and plant management.

 

Earlier in his career, Larry was Senior Director of Facilities Management, overseeing operations and maintenance for 34 million square feet of hospitals and healthcare buildings across the U.S. and Canada. He led system-wide programs and projects, such as CMMS, Enterprise-wide Building Automation Systems, and energy reduction programs. Notably, he managed the completion and commissioning of a new 100-bed tower for Weston Hospital and integrated four newly purchased hospitals in Florida into the Cleveland Clinic Health System. He successfully built a leadership team, improved processes, introduced standardization, and achieved significant cost savings through the development of communication tools and in-house life safety code expertise.

 

Larry holds a Bachelor of Science in Education/History and a Master of Education from the University of Massachusetts. He is a Certified Healthcare Facility Manager through the American Hospital Association and holds multiple certifications, including Certified Healthcare Safety Professional (CHSP), ASHE Construction Certificate, Certified Business Energy Professional, and Certified Building Commissioning Professional.
