
Tammy MacDonald, MPH
Sr. Consultant
Tammy Macdonald is a seasoned healthcare leader and NCQA administrative consultant with The Mihalik Group, LLC. She brings extensive expertise in quality improvement, accreditation, and health equity, with over 15 years of experience as an NCQA administrative surveyor evaluating compliance across commercial, marketplace, Medicare, and Medicaid health plans, as well as managed behavioral health organizations, LTSS providers, UM organizations, and credentialing services.

Most recently, Ms. Macdonald served as Staff Vice President at Elevance Health (2022–2024), leading strategic initiatives that transformed care delivery for more than 48 million members nationwide. She spearheaded the company’s efforts to achieve NCQA Health Equity and Health Equity Plus Accreditation for 24 Medicaid plans—the first national insurer to do so—while embedding equity into enterprise operations. Under her leadership, Elevance Health consistently earned top accreditation scores and advanced innovative strategies to improve patient safety, member satisfaction, and clinical outcomes.

Previously at Elevance Health, she was Corporate Director of Quality and Accreditation in the Government Business Division, where she oversaw accreditation activities for 24 Medicaid and Medicare plans, earning Multicultural Health Care Accreditation and implementing strategies to improve compliance, efficiency, and quality outcomes.

Earlier in her career, Ms. Macdonald held leadership roles at Kaiser Foundation Health Plans as Regional Accreditation Director and Principal Consultant, managing more than 75 successful accreditation submissions and quality improvement projects across multiple regions. She began her career at NCQA as an Accreditation Manager and Assistant Director, supporting health care organizations in achieving accreditation and certification.

Ms. Macdonald holds a Bachelor of Business Administration from the University of Texas at Arlington and a Master of Public Health in Health Economics from the University of North Texas Health Science Center. She is widely recognized for her ability to drive operational excellence, advance health equity, and deliver sustainable improvements in healthcare quality.
