Casandra Monroe is an NCQA consultant with The Mihalik Group, LLC, bringing more than 20 years of expertise in NCQA Accreditation standards and guidelines. She currently serves as an NCQA Surveyor, with deep knowledge across quality management, credentialing, delegation, health equity, utilization management, and compliance for Health Plans, MBHOs, UM organizations, CVOs, and Medicare Advantage Special Needs Plans (SNPs).

During her career at the National Committee for Quality Assurance (NCQA), Ms. Monroe held several senior leadership positions:

Director of Recognition Operations: Oversaw the Patient-Centered Medical Home (PCMH) evaluation process, ensuring alignment with workflows, staffing, requirements, and IT systems. She advanced initiatives around value-based purchasing, social determinants of health, and disparities in care.

Director of Certification Program: Directed the implementation of the Interactive Review Tool (IRT) for Certification surveys, managing survey teams and guiding organizations from preparation through reporting.

Director, SNP Assessment: Led evaluation of dual-eligible, chronic, and institutional SNPs, supervising surveyors, analyzing survey trends, and advising on process improvements.

Accreditation Manager / Policy Manager: Managed accreditation and certification survey processes, partnered with organizations to clarify standards, and contributed to the development of updated NCQA guidelines.

Ms. Monroe earned a BA from the University of Michigan, Ann Arbor, and an MS in Health Care Administration from the University of Maryland.
