Cattleya Cheuk is an NCQA consultant with The Mihalik Group, specializing in healthcare consulting with expertise in quality assessment and improvement, credentialing and privileging, delegation, population health management, health equity, and compliance with accreditation standards. She has deep knowledge of NCQA standards for health plans, managed behavioral healthcare organizations, and credentialing verification organizations.

Previously, Ms. Cheuk served as Senior Manager of Investigation and Program Integrity at NCQA, where she oversaw more than 160 investigations annually related to fraud, regulatory sanctions, and misconduct allegations across Accreditation, Certification, and Recognition programs. She also managed the attestation process for over 1,900 entities, ensuring compliance with NCQA contracts, and collaborated with product and policy teams to develop and refine standards based on investigation findings.

Her earlier roles at NCQA included Accreditation Manager, where she supervised 42 survey teams and led the development of procedures and process improvements, and Policy Manager, where she served as lead for MBHO products and UM content. She also contributed as an administrative surveyor and educator, providing training on NCQA standards and methodologies.

Ms. Cheuk holds a Bachelor of Arts in Natural Sciences from Johns Hopkins University, a Master of Social Work from the University of Maryland School of Social Work, and an MBA from Johns Hopkins University in Washington, DC.
