Frank H. Stelling is a senior NCQA consultant with more than 40 years of experience in healthcare, specializing in preventive services, disease management, and quality improvement. He is widely recognized for his expertise in NCQA Accreditation and Certification Standards, with a career that combines leadership, policy development, and hands-on surveyor experience.

During his 13-year tenure at NCQA, Mr. Stelling held several influential roles:

Assistant Director of Accreditation Policy – Directed the publication of Standards and Guidelines for Health Plan Accreditation, ensuring alignment with regulatory requirements and industry best practices. He also managed the Policy Clarification Support System, NCQA’s customer portal for standards-related inquiries.

Faculty and Surveyor – Served as faculty for NCQA seminars, surveyor training, and the NCQA Speakers Bureau, covering Health Plan Accreditation, Credentialing Standards, Case Management, and Disease Management Accreditation. As an NCQA surveyor for more than 12 years, he assessed Health Plans, Managed Behavioral Health Organizations, and Disease Management entities.

Policy Development and Compliance – Played a key role in NCQA’s Policy Development Group, addressing policy issues and coordinating with CMS and state agencies to ensure compliance with regulatory requirements. He also led the creation of the NCQA Medicare Advantage Deeming program.
Before joining NCQA in 2001, Mr. Stelling held management positions in state and county health departments, hospitals, voluntary health organizations, and managed care organizations, gaining extensive experience across diverse healthcare settings.
He holds a Bachelor’s degree in Exercise Science from Wake Forest University, a Master of Education in Health and Exercise Science from the University of South Carolina, and a Master of Public Health from the University of California, Berkeley.
With his deep knowledge of accreditation policy and decades of leadership, Mr. Stelling continues to guide organizations in achieving operational excellence and advancing quality improvement in healthcare.
