Maureen Plumstead brings more than 25 years of leadership experience in quality, compliance, accreditation, and licensing to her role as an NCQA consultant with The Mihalik Group. She has held corporate leadership positions within national health systems, where she designed and implemented NCQA review processes that fostered collaboration, knowledge-sharing, and consistently successful survey outcomes. Her career spans large medical centers, regional hospitals, ambulatory care facilities, and managed care organizations, always with a focus on operational efficiency and measurable results.

An NCQA Surveyor since 1996, Maureen has conducted surveys for national and regional health plans across Commercial, Medicare, Medicaid, and Marketplace product lines. Her survey expertise extends across multiple NCQA program types, including Managed Behavioral Health, Credentialing, Case and Disease Management, Population Health, Multicultural Health Care, Wellness, Physician Organizations, Long-Term Services and Supports, and Patient-Centered Medical Homes. For the past eight years, she has provided consulting services across these programs, guiding organizations through all phases of preparation to achieve successful accreditation outcomes.

Before transitioning to managed care, Maureen held clinical leadership roles overseeing multiple departments within national health systems. She successfully led organizations through reviews by The Joint Commission (TJC), Centers for Medicare & Medicaid Services (CMS), and the California Department of Managed Health Care (DMHC).

Maureen holds a Bachelor of Science in Nursing (BSN) and a Master of Business Administration (MBA) with a concentration in healthcare operations. She is a licensed Registered Nurse in California, a Certified Professional in Healthcare Quality (CPHQ), and a Patient-Centered Medical Home Content Expert (PCMH CCE). She also completed specialized training with the Institute for Healthcare Improvement (IHI) and introduced the collaborative care model to hospitals across California. Maureen has served on committees for the National Association for Healthcare Quality (NAHQ) and as a board member for the California Association for Healthcare Quality (CAHQ).
